I Venture to take as the subject for our consideration the philosophical study of politics. However imperfect the treatment of such a subject, it seems to me opportune that attention should at this point of time be directed to the question. The study of politics is of increasing importance in the curricula of our universities and in general adult education. There is also the plain fact that we live in times when a deep unrest of spirit and a great variety (...) of experiment challenge ideas and institutions which have received wide acceptance. There has been, in short, a return to politics. It is well that we should consider afresh the value of the study and the methods by which it is studied. (shrink)

ABSTRACT Global biodiversity declines are increasingly recognized as profound ecological and social crises. In areas subject to colonialization, these declines have advanced in lockstep with settler colonialism and imposition of centralized resource management by settler states. Many have suggested that resurgent Indigenous-led governance systems could help arrest these trends while advancing effective and socially just approaches to environmental interactions that benefit people and places alike. However, how dominant management and conservation approaches might be decolonized (i.e., how their underlying colonial structure (...) might be addressed, transformed, and replaced) is not always clear. Here, we describe a ‘Decolonial Model of Environmental Management and Conservation’ as an alternative paradigm to dominant approaches of conservation and management. The tenets of the model describe characteristics that might be expected of decolonized management, contrasted with those of dominant state-led approaches such as those embedded in the North American Model of Wildlife Conservation. The model does not prescribe how Indigenous governments or communities ought to govern their own territories, but instead offers insights into how external management and conservation agencies and practitioners might support (or stop impeding) Indigenous-led governance. We illustrate the model with a conservation ‘bright spot’: grizzly bear stewardship in the area now referred to as the Great Bear Rainforest in British Columbia, Canada, with a focus on work led by or in collaboration with, and within the territories of, the Haíɫzaqv, Kitasoo/xai’xais, Nuxalk, and Wuikinuxv First Nations. While acknowledging the important context-specific variability among place-based management and conservation applications, we also discuss the model’s broader applicability. (shrink)

Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

Syllogisms like Barbara, “If all S is M and all M is P, then all S is P”, are here analyzed not in terms of the truth of their categorical constituents, “all S is M”, etc., but rather in terms of the corresponding proportions, e.g., of Ss that are Ms. This allows us to consider the inferences’ approximate validity, and whether the fact that most Ss are Ms and most Ms are Ps guarantees that most Ss are Ps. It (...) turns out that no standard syllogism is universally valid in this sense, but special ‘default rules’ govern approximate reasoning of this kind. Special attention is paid to inferences involving existential propositions of the “Some S is M” form, where it is does not make sense to say “Almost some S is M”, but where it is important that in everyday speech, “Some” does not mean “At least one”, but rather “A not insignificant number”. The human sciences—including psychology, anthropology, and social theory—are widely held to have been born during the eighteenth century. This first full-length, English-language study of the Enlightenment sciences of humans explores the sources, context, and effects of this major intellectual development. Subrecursive hierarchy classifications are used to compare the complexities of recursive functions according to their derivations in a version of Kleene's equation calculus, and their computations by term-rewriting. In each case ordinal bounds are assigned, and it turns out that the respective complexity measures are given by a version of the Fast Growing Hierarchy, and the Slow Growing Hierarchy. Known comparisons between the two hierarchies then provide ordinal trade-offs between derivation and computation. Characteristics of some well-known subrecursive classes are also (...) read off. A very detailed piece of scholarship devoted to showing the fundamental importance and meaning of Aristotle's notion of phronesis in the Nicomachean Ethics and the Politics, which express Aristotle's complete philosophy of human life. The infelicity of style and omnipresence of scholarly paraphernalia obscure the philosophic importance of the analysis unnecessarily. This is especially true in the case where imprecision of language leads Michelakis to treat phronesis as a faculty along with nous praktikos rather than a disposition modifying it. As (...) a result an important section of the second chapter is mystifying, if not completely wrong, issuing in the identification of the subordinate disposition nous with the nous praktikos itself. Michelakis is correct in thinking that an analysis of phronesis is urgently needed to clear up the confusion of interpretations of Aristotle's ethical and political doctrine. This book presents much of the requisite material for that analysis, but not the requisite analysis.--W. G. E. (shrink)

In the ninth century, Arabic philosophy was in ferment, and an inquisition of heretics was in process. Al-Kindi, a court scholar, physician, and philosopher functioning at Baghdad, courageously produced, in that context, a treatise, Fi al-Falsafah al-Ula, in which he attempted to unify the philosophical tradition, starting from Aristotle, with basic Islamic concepts. Part One of the treatise is here published for the first time in a non-Arabic language. Al-Kindi, in this treatise, tries to show, by philosophical reasoning, that the (...) world could not have come spontaneously into being ex nihilo, that there must be a unique, eternal being, and that the ad hoc unity and plurality of individual things rest on a prior, creative, self-subsisting, and eternal unity, which is the Ultimate Cause. This volume contains a résumé of al-Kindi studies, a description and analysis of the text, On First Philosophy, a "reevaluation" of al-Kindi’s relation to the Mu'Tazilah sect of Moslem theologians, a translation of On First Philosophy, and a learned passage-by-passage commentary on it, with perspicuous discussions of nuances in Arabic terminology. This is primarily a book for medieval specialists, but students of ontology and theology will find some of al-Kindi’s argumentation relevant to their concerns.—W.G. (shrink)

ObjectiveTo prospectively study the cingulate cortex for the localization and role of the grasping action in humans during electrical stimulation of depth electrodes.MethodsAll the patients with intractable focal epilepsy and a depth electrode stereotactically placed in the cingulate cortex, as part of their pre-surgical epilepsy evaluation from 2015 to 2017, were included. Cortical stimulation was performed and examined for grasping actions. Post-implantation volumetric T1 MRIs were co-registered to determine the exact electrode position.ResultsFive patients exhibited contralateral grasping actions during electrical stimulation. (...) All patients had electrodes implanted in the ventral bank of the right cingulate sulcus adjacent to the vertical anterior commissure line. Stimulation of other electrodes in adjacent regions did not elicit grasping.ConclusionGrasping action elicited from a localized region in the mid-cingulate cortex directly supports the concept of the cingulate cortex being crucially involved in the grasping network. This opens an opportunity to explore this region with deep brain stimulation as a motor neuromodulation target for treatment in specific movement disorders or neurorehabilitation. (shrink)

The advances in treatment of HIV and the introduction of polymerase chain reaction assay for the virus now make it acceptable for HIV discordant couples where the male partner is seropositive to attempt to conceive through artificial insemination by husband (AIH) or via in vitro fertilisation. With undetectable viral load and washed sperm, there is minimal risk of transmission of HIV to the female partner, children, other patients, or staff. We describe the development of a programme of AIH for HIV (...) discordant couples and the reasoning behind offering such a programme. (shrink)

Professor Strawson's paper is refreshing in content as well as refreshingly intemperate. It is salutary to be reminded that even the Type Identity Theory does not entail physicalism as that doctrine is usually understood (since c-fiber firings are not by definition purely physical). And it's fun to consider versions of panpsychism. I can see why Strawson finds his position hard to classify (p. 7), and I sympathize. In my title I have cast my own vote for '?-ism' on the grounds (...) that any familiar label would be either misleading or unwieldy. My main purpose here is to assess Strawson's case for panpsychism and then to offer some objections to panpsychism, but first I want to answer an interesting and serious charge he makes against me. An adamant fan of Darwin, F.W. Headley attempts to argue the difficulties of believing in Socialism and Darwinism simultaneously and highlights issues which could prevent Socialism from being put into practice. Originally published in 1909, this study uses examples of communities in countries such as England and India to illustrate Headley’s key belief that societies only function well if they do not interfere with the fight for existence and natural selection.
